Nix, You rule. That is an interesting if not mindblowing concept but... I still think his head is cibernetically-enhanced... it's not just a mask/helmet... What if he used the android's head to "fix" his damaged ghostly face? We can then conclude that he "possessed" the helmet, and it "became" (for lack of a better word) his face.

He "infused" the helmet with his own "essence".

Do you guys think that Prime Evil is the supreme ruler of the Ghost World or is he just part of class of higher spirits like Big Evil who rule various areas of the Ghost World?

Never thought about this... Well, the ghosts on the first series were free and didn't appear "led" by anyone, if something.

I'm still watching the shows as I havn't got to the second box set yet, but what I've gotten from what I've seen...
He seems to be in a type of limbo. Maybe even from time as well as space. He is a leader of a group of ghosts (or atleast he thinks he is) and that there are other Ghosts that don't like him, or know about him.
Personal thoughts, he seems to at the surface to be a mean ruthless dictator, however sometimes I think he does care about Brat-a-rat and even maybe the Ghostbusters. Its a weird thing like the Batman/Joker relationship type.
Most of his crew seems to only be there because he's powerful, note "A Friend in need".
I could have seen Prime Evil maybe becoming more like beatlejuice, and maybe having his own show based on how much complex his character is. That and in a odd way, he is the most likable character on the show.

Maybe he understood the timeline is ruled by the Predestination Paradox, and know he MUST battle the Ghostbusters across time and space, no matter what. Interesting.

Or he secretly knows that, if he were to "win", he'd suddenly have nothing left to do.
